Appendix B - Ministry Functions

Graphic - Ministry's functions. Executive Leadership 5FTE Support - 4FTE. Security and Resilience 8 FTE - Purpose: Understanding the nature and impact of foreign interference, developing and supporting community resilience and public sector capability. Key Deliverables: Work with communities and partner agencies to provide insights and resources. e.g.: first insights report to minister and partner agencies and online resources (in 24 languages). The online resrouces aim to help Ethnic communities understand foreign interference, their rights in NZ, how to seek help and keep themselves safe online and how to submit on the Crimes (Countering Foreign Interference) Amendment Bill. Government relations and Advisory - 6 FTE. Purpose: Ensuring the specific needs of Ethnic Communities are considered in policy, service design and delivery, and investment decisions. Key Deliverables: Advice and feedback on areas of importance of Ethnic Communities eg: National Strategy to eliminate family violence and sexual violence - Te Aorerekura, National Action Plan Against Racism, immigration, and small business services. Practical tools and resources, e.g: Intercultural Capability online learning. Analytics, Monitoring and Evaluation 5.8 FTE. Purpose: Building the availability and visibility of data and insights on Ethnic Communities. Analytical resources to inform policy analysis, service design and delivery and investment decisions. e.g. Ethnic Evidence Report. Work with government agencies to improve data on Ethnic Communities e.g. MBIE labour market statistics. Strategic Stakeholder Engagement 9.5 FTE. Purpose: Engaging with Ethnic Communities to foster a sense of belonging and social cohesion and gather stakeholder insights. Key Deliverables: Convening and brokering connections between Ethnic Communities and agencies e.g.: Regional initiative for Empowering Ethnic Communities (RIECE) events, and Faith leaders forum. Support Minister's role as host to deliver Parliamentary events. e.g: Lunar New Year, Eid, Diwali.

Strategic programmes 6.5 FTE - Purpose: Delivering targeted programmes and activities for Ethnic Communities to gather stakeholder insights. Key Deliverables: Conferences and events, e.g Ethnic Xchange 24 business symposium nominations for public sector boards and Royal New Zealand Honours. Ethnic Communities Development Fund 4.5 FTE - Purpose: Empowering Ethnic Communities through funding support. DCE is final funding decision maker. Administering a $4.2 million a year fund to support wide range of projects that help Ethnic Communities build capability, grow a sense of belonging and express cultural identity. 306 projects funded in 2023/2024. Ministerial Services 5 FTE - Purpose: Providing high-quality ministerial supprot. provide your office with a Private Secetary. Key Deliverables: provide support servcies to meet statutory accountability requirements. For example, last yeaer, the Minister's Office recieved 15 Ministerial official Information Act request, 208 Written Parliamentary Questions and 191 invitations to events. Corporate Services 7.8 FTE Purpose: Provide high-quality communications and other support for the rest of the Ministry. Key Deliverables: provide communications, human resources, risk, finance, planning and reporting, health and safety, evaluation and goverance.
